Brief Description
FILMA is a collaborative initiative aimed at creating dignified and fulfilling livelihoods for financially excluded youth and women in rural Ghana. Implemented in partnership with the Mastercard Foundation and Temple Investments, the program focuses on young people (especially young women) and persons with disabilities (Last Mile Actors – LMAs) involved in agriculture and agric-adjacent sectors.
Operating in 18 districts across the Volta, Oti, Bono-East, and Northern Regions, FILMA seeks to address challenges such as youth unemployment, limited access to affordable credit, and the lack of market and technical support in rural areas.
Goal
To stimulate entrepreneurship, increase productivity, and create sustainable economic opportunities for LMAs through improved access to finance, capacity building, and supportive ecosystems.
Objectives
- Improve knowledge, skills, and productive capacity of LMAs.
 - Facilitate digitalization of operations of Village Savings and Loans Associations (VSLAs).
 - Increase access to markets and financial services.
 - Integrate LMAs into formal pension schemes and improve accessibility to micro-insurance.
 
Key Targets
- Target reach of 100,000 youth (aged 15–35) across 18 districts.
 - 80,000 dignified and fulfilling jobs created for youth.
 - 70% of jobs targeted for young women.
 - 5% of jobs targeted for persons with disabilities.
 - Establishment of 3,240 VSLA groups.
 - Deployment of a $10M Catalytic Facility for Inclusive Finance (CFIF) to support LMAs.
