| Executive summary | This project seeks to promote accountability in the use of donor aid and revenue from the extractive sector by building the capacity of grassroots civil society actors and facilitating citizen platforms to hold their district assemblies to account on the use of such resources. Following from the publication by the Africa Centre for Energy Policy (ACEP) titled “Three Years of Petroleum Revenue management in Ghana: Transparency without Accountability”, the project would track the implementation of 5 capital investment projects out of the 16 identified in the report to have been funded with the ABFA. The Project would improve the capacity of citizen groups, traditional authorities, queen mothers and opinion leaders into active participants in their quest to bring about knowledge in service delivery through activities and principles of accountability and transparency. To place women at the center of this project, the Participatory Monitoring and Evaluation Framework which would be adopted for this action would make provision for a mandatory representation of at least 40% of women in the monitoring and advocacy initiatives. Through this approach, both men and women will be enabled to monitor the utilization of petroleum resources as well as the Resiliency in Northern Ghana (RING) Project which is an off-budget funded programme but expected to be implemented to align with existing government programme and priorities at the local level. |
