Executive summary

The proposed project would contribute to promoting an inclusive and empowered society in Ghana by ensuring that more people in the country, particularly the marginalized and vulnerable have the capacity and opportunity to participate in local planning and monitor local expenditure. Importantly, it would to contribute to increased services delivery through effective utilization of the DDF for citizens’ benefit.

 

The project would be implemented using SEND’s well tested Participatory Monitoring and Evaluation (PM & E) framework. The PM & E framework is citizens-led social accountability mechanism that empowers ordinary citizens such as farmers, Persons with Disability, youth, women, representatives of faith organizations and traditional authorities to collaborate with MMDAs to enforce transparency and accountability in the management of public resources. By further strengthening the capacity of DCMCs , it enables them expand their watchdog role to other areas of local governance. This leads to the realization of increased citizens’ involvement in local governance which is one of the key pillars of the National Decentralization Action Plan.
