Baseline data	The chief, Assembly men and people do not know about a project in their village or area, the top-down approach to development seems to be practices still. The people do not know the cost of projects in the Municipal and therefore cannot check for value for money Citizens cannot differentiate DDF funded projects from the DACF or other funded projects The Assembly men lack advocacy and lobbying skills There is lack of awareness and knowledge about the Medium Term Development Plan and therefore limits the participation of citizens in its development.
