The Monitoring and Evaluation Officer is responsible for documenting and disseminating program successes and will also be responsible for designing and conducting operations research. She\/he will oversee the design, development and implementation of the Performance Management, Monitoring and Evaluation Plan (PMMEP) to capture project performance and results, including baseline study, routine data reporting, midterm evaluation and all monitoring processes and outcomes evaluation. She\/he will be a member of the P4H Project Coordinating Unit (PCU).<\/p>\n<p style=\"text-align: justify;\"><strong>ROLES AND RESPONSIBILITIES<\/strong><\/p>\n<p style=\"text-align: justify;\">\u2022 Provide leadership to ensure the project has a strong Monitoring and Evaluation system.<\/p>\n<p style=\"text-align: justify;\">\u2022 Lead the development and implementation of the project Performance Management, Monitoring and Evaluation Plan (PMMEP)<\/p>\n<p style=\"text-align: justify;\">\u2022 Support for the implementation and on-going development of Monitoring, Evaluation and Learning (MEL) processes and systems.<\/p>\n<p style=\"text-align: justify;\">\u2022 Timely monitoring and measurement of changes in conditions due to project interventions<\/p>\n<p style=\"text-align: justify;\">\u2022 Measure progress against indicators in line with the MEL framework and project log frame.<\/p>\n<p style=\"text-align: justify;\">\u2022 Assist with the development of a strategy for identifying, and disseminating learning.<\/p>\n<p style=\"text-align: justify;\">\u2022 Provide support to Chief of Party in the completion of baseline, mid-term and end line evaluations.<\/p>\n<p style=\"text-align: justify;\">\u2022 Ensure all monitoring, evaluation and research activities are conducted in line with agreed ethical principles, and consistently promote downwards accountability to project beneficiaries.<\/p>\n<p style=\"text-align: justify;\">\u2022 Document good practice and actively share learning, including supporting the collation of a final project syntheses evaluation<\/p>\n<p style=\"text-align: justify;\">\u2022 Build and develop the capacity of project team for monitoring, evaluating and reporting their effectiveness in implementing the project by providing orientation, technical training, coaching and support.<\/p>\n<p style=\"text-align: justify;\">\u2022 Design and undertake M&amp;E training workshops to strengthen potential skill gaps in implementing the project MEL frameworks.<\/p>\n<p style=\"text-align: justify;\">\u2022 Represent the project in USAID related M&amp;E activities.<\/p>\n<p style=\"text-align: justify;\"><strong>QUALIFICATION AND EXPERIENCE<\/strong><\/p>\n<p style=\"text-align: justify;\">\u2022 A minimum of first degree in Statistics, Social Sciences or related discipline.
