1. Overview The Volunteers for Healthy Animals and Healthy Communities project (V4H2) will directly improve the livelihoods of some of the most food insecure people in the developing world by using skilled Canadian volunteers to support the efforts of small-scale farmers to produce more and better food from livestock and to reduce health threats to people from animals. Veterinarians without Borders / Vétérinaires sans frontières (VWB/VSF) will recruit and send 102 Canadian volunteers over the next five years to work with developing country partners in Ghana, Kenya, Lao PDR, Tanzania, Uganda, and Vietnam to help create integrated animal health systems that benefit small-scale farmers. Volunteers will use various techniques and activities to ensure that their work builds local capacity:

Context and Project Rationale In the global south, more than 90 per cent of food animals are raised by subsistence farmers; yet small-scale livestock producers, the majority of whom are women, have very limited access to the animal health services. Aside from the risks associated with the loss of valuable livestock, zoonotic diseases that can be passed from animals to humans offer a very real threat to human health.

Small-scale livestock producers in the south have little or no expert support in the care of their animals, particularly when it comes to animal health. Producers in the developing world remain poor because they are so vulnerable – they lack the necessary support to prevent, or cure diseases in their livestock, or to maximize the benefits that their livestock offer. The V4H2 project addresses that vulnerability by improving the livelihoods, health, and nutrition of some of the world’s poorest communities through the care and management of animals. In working toward the goal of increasing food security and improving the economic outlook for marginalized people, VWB/VSF is guided by the aspirations of the communities with which it works and is committed to participatory and inclusive approaches to development.

Sustainable agricultural development, a key focus of all VWB/VSF volunteers, is a key objective for VWB/VSF's work. The improvement of livestock production also builds sustainable economic growth for communities and individual farmers. Small livestock are relatively easy for poor people to access. Livestock grow and reproduce, offering risk mitigation through income diversification. However, farmers also need community-owned enterprises to support them in their economic endeavors. VWB/VSF will also recruit small business advisors to assist farmers in improving their own business practices as well as those of community-owned businesses, such as dairy cooperatives, and livestock production and marketing groups.

Qualifications/Necessary skills and Experience of the Consultants • A post-graduate degree in monitoring and evaluation or another relevant field. • Alternatively, a training in the field of agriculture or related field. • At least 5-10 years’ experience in conducting similar studies. • Proven track record and ability to liaise with many different groups at different levels; including policy makers, grass-root civil society organizations, field workers, technical experts, etc. • A broad knowledge on food security programs and their relationship to socio-political factors. • Conceptual and analytical skills. • Knowledge of participatory approaches and tools. • Fluency in English is a must, Arabic an asset. • Excellent time management skills, with an ability to deliver high-quality outputs on time. Background Information Cooperative Development Foundation of Canada (CDF Canada) has received 5 1⁄2 years grant from Global Affair Canada (GAC). The project is entitled “4R Nutrient Stewardship Program (4R-NSP)” CDF Canada will implement the program in partnership with Fertilizer Canada, representative of manufacturers, wholesale and retail distributors of nitrogen, phosphate, potash and Sulphur fertilizers, The International Plant Nutrition Institute (IPNI), a not-for-profit, science-based organization dedicated to the responsible management of plant nutrition and the SEND Ghana, a local implementing partner. The purpose of the project is to improve the socio-economic well-being of 80,000 poor and vulnerable smallholder farmers in Ethiopia, Ghana and Senegal, particularly women through improving agricultural productivity and sustainability. 1.0 Consultant Responsibilities The consultant is responsible for performing the following activities: The consultant will be required to lead on all the tasks below, in consultation and collaboration with the project team:

  • Develop baseline survey action plan and proposed methodologies for submission 4R-NSP Management team
  • Review the project proposal and other relevant documents to increase awareness and understanding of the project and gender situation in the project target areas;
  • Hold meetings with beneficiary groups (farmer co-operatives, credit unions, micro finance women’s groups) and implementing partners, CDF Canada, FC, IPNI and SEND-Ghana and Ethio-Wetland and Natural Resource Association), government officials (District Assemblies, Department of Co-operatives, etc.) to obtain key information for designing the baseline survey framework and methodology;
  • Develop baseline survey framework and questionnaires for the survey in consultation with project team;
  • Provide training for enumerators and project staff who will be conducting the survey;
  • Lead and Supervise the baseline data collection and focus group discussions in the target communities;
  • Apply gender perspectives into all information analysis for the report;
  • Prepare the draft baseline report based on the findings;
  • Present the findings to the project team for comments;
  • Finalize the baseline report based on comments from Project team;
  • Summit final report to CDF Canada
 

2.0 Districts to be Covered

The baseline shall cover all the 8 target districts of the 4R-SNP project areas. The following are the districts; Kpandai, East Gonja and Nanumba North, Nanumba South, Tatale-Sanguli, Chereponi, Zabzugu and Krachi Nchumuru)

 

3.0 Deliverables Results

  • Baseline survey tools including questionnaire/survey, format for focus group discussions, and interviews and seek comment from the relevant stakeholders.
  • A baseline report (20-25 pages) with critical analysis of gender, economic empowerment, clime change resilience and other recommendations that enhance the project implementation and outcome
  • Presentation of the findings.
  • Filled project baseline indicators in the Performance Measurement Framework table.
 

3.0 Reporting and Time Frame

The consultant shall report and work very closely with CDF Country Manager during the assignment. The consultant will prepare a written report in English. The first draft report is due to CDF Local office Office no later than 15th of July 2019 and the final report shall be submitted by 30th of July 2019.

 

4.0 Competencies of the Consultant

  • Extensive experience (at least 10 years) in qualitative and quantitative data collection methodologies &/or skills and experience in completing evaluation and baseline studies, preferably within the food security, climate change adaptation and gender issues.
  • Proven track record of research experience in agriculture and Climate resilience and understanding of alternative development, food security and agriculture;
  • Good understanding of sensitivity for poverty, social and ethnic issues.
  • Demonstrated high level of professionalism and an ability to work independently and in high pressure situations under tight deadlines
  • Ability to write and communicate in English;
  • Knowledge and understanding of rural northern Ghana context;
 

5.0 Required Skills and Experience

5.1 Education:

At least an Advanced Degree in Agriculture science, development studies, rural development and extension, agriculture or other related field of studies.

5.2 Experience:

10 years knowledge and experience on Agriculture/social research, rural rapid assessment and community assessment with both quantitative and qualitative methodologies.

 

6.0 Compensating and Remuneration

Compensation will be commensurate with experience. Travel and related expenses must be pre-approved and will be reimbursed in accordance with SEND Ghana rates and guidelines specified in the contract.

  • To lead the agricultural  team  in designing  and managing the  4R demonstration  plots  for  fertiliser utilization on farms and preparation of reports for the project implementing partners,  
  • To ensure that best practices results from the 4R  demonstration  plots  are used  by   participating farmers  to improve their production ,
  • To support any  technical advisor on 4R demonstration plots in the execution of  his/her assignments to the project  
  • To coordinate the project relationship with Ministry of Food and Agriculture (MoFA)  and facilitate  the district extension  team’s   effective  participation and inputs during planning, execution of field activities and monitoring of the agricultural component of the project,   
  • To ensure project plans and activities  are aligned with and capture in the  district  agricultural development plans, strategies and reports and ,   
  • To supervise and support the agricultural field staff in the execution of their roles and responsibilities. 
 
  • Policy Advocacy Functions
  • To serve as focal person in SEND Ghana  responsible  for  planning  and execution of  advocacy events at district and community levels  to disseminate and popularize the 4R successes and results,  
  • To provide distinct level support to the project implementing partners responsible for  the advocacy activities,  
  • To prepare reports with  information and data  for advocacy  events,
  • To follow-up and report on the delivery of   district and community levels stakeholders  on their commitments,  and ,
  • To support the SEND Communication Team in showcasing  and disseminating the successes and results of the  4R project  for publication in the SEND Ghana Newsletter and social media outlets
 
  • Monitoring and Evaluation
  • Support field staff to plan and carryout monitoring  for  all 4R agricultural related activities,
  • Ensure that M&E recommendations and lessons learned are used to inform subsequent work plans and activities
  • Responsible for coordinating the collection of success stories on 4R agriculture and climate change  responsiveness  farming practices  by  the  GMF
  • Responsible for feeding back to stakeholders at district level M&E findings and recommendations on 4R agriculture and climate change issues
 
  • Education and work experience required
  • Bachelor or Master’s Degree in Agricultural Science, Economics, Rural Development, Environmental Sciences, and related disciplines,

JOB TITLE: Deputy Country Director REPORTING TO: Country Director PURPOSE The Deputy Country Director will coordinate all policy advocacy programme activities and support the country director for the management of the organization. DUTIES, ROLES AND RESPONSIBILITIES Programme development a.      Shall be responsible for the management and coordination of programmes and projects of the organisation b.      Support the Country Director in the Management of the organisation c.      Develop proposals for sourcing funding for programmes and projects. d.     Supervise and receive reports from relevant programme and project staff. e.      Shall regularly monitor and evaluate all programmes and projects and report thereon. f.       Ensure that ALL requirements of each programme or project are adhered to. g.      Provide overall coordination and supervision of all research activities h.     Coordinate publication of SEND’s Newsletters i.        Coordinate the preparation of work plan and narrative reports on all advocacy activities j.        Provide management and monitoring support to programme and project officers k.      Provide mentoring and coaching to programme staff l.        Represent the GELAP team at Senior Management Team (SMT) & PMT meetings m.   Prepare and submit such reports as may be requested by the Country Director n.     Coordinate the preparation of all programme and project reports requested by donors and other organizations. Financial Management and accountability a.      Ensure compliance with all donor and partner agreements b.      Be signatory to all national bank accounts c.      Make sure that reports are made to head office/partners in a timely manner d.     Review and approve all budgets for programmes e.      Liaise with the Finance Manager in the preparing of programme and project budgets and financial reports required for any purpose. f.       Ensure that all staff adhere to tenets of the  financial management manual Personnel Management a.      Prepare annual performance appraisal for staff under your supervision b.      Ensure staff adhere to tenets of the HR Manual c.      Participate in any interview recruiting Field staff d.     Appoint persons to be responsible for each programme or project Gender Mainstreaming a.      Ensure that staff adhere to gender mainstreaming policy b.      Ensure monitoring and reporting of the implementation of the gender policy c.      Facilitate gender audit every two years Representation a.      Representative of SEND in the region/ specialization of work b.      May from time to time represent national affiliates within and outside the country c.      Participate in national activities organized by affiliates Accountability a. Ensure SEND’s accountability to project principals b. Ensure compliance with procurement guidelines QUALIFICATION & EXPERIENCE ·        Minimum of Master’s Degree, preferably in Economics, Development Studies, Development Management, Public Policy, and Social Sciences . Minimum of 7 years’ work experience, at least three (3) years in a similar position. ·        Proven track record in programme management, social research, budget analysis, advocacy and communication.   1. Plans and coordinates research study protocol, and the establishment of operating policies and procedures;
  2. Promotes research capacity building among staff and District Citizens Monitoring Committees (DCMCs);
  3. Ensures compliance with research ethics standards
  4. Plans, implements, and maintains data collection and analysis systems in support of research protocol;
  5. Acts as the primary administrative point of contact for internal research staff and as the principal operational liaison for other research organizations and funding agencies;
  6. Coordinates the day-to-day activities of any technical support staff specifically engaged in the carrying out of research as appropriate to the position;
  7. Supervises and coordinates the provision of support services to staff researchers

A.    Background

SEND GHANA is a subsidiary of SEND Foundation of West Africa established in August 1998 with a mission to promote good governance and equality of men and women. Since 2002, SEND has inspired citizens’ participation in the implementation of the first and second generations of Ghana’s Growth and Poverty Reduction Strategies through the application of its Participatory Monitoring and Evaluation (PM&E) framework.   As part of SEND GHANA’s course to promote equality, it is implementing a STAR-Ghana funded Gender & Social Inclusion (GESI) project in Ghana titled ‘Promoting Progressive Tax for Inclusive Development of All (PPTID)’. The objectives of the project are as follows:  
  1. To facilitate the involvement of socially excluded groups in tax advocacy
  2. To increase civil society’s responsiveness on regressive tax regime through media engagement
  3. To influence the replacement of regressive tax system with a progressive tax regime
  The project seeks to achieve three results as follows:  
  1. Increased implementation of progressive tax policies and initiatives
  2. Socially excluded groups are advocating tax reforms from regressive to progressive regime
iii.            Increased civil society’s influence in progressive tax reform/formulation    
  1.     Objectives and Scope of Assignment
The objective of the assignment is to assess the impact of current tax regime on inequality in Ghana. The assignment is to generate evidence of impact of Ghana’s tax regime on inequality to support policy engagements with duty bearers.  
  1. Proposed Methodology
In undertaking the assignment, SEND proposes a methodology as below;
  • Submit inception report detailing work plan for review, feedback and approval by SEND
  • Review secondary materials
  • Design and submit data collection tools to SEND for review and approval
  • Pre-test data collection tools
  • Conduct fieldwork to collect data
  • Analyse data and draft report
  • Submit draft report to SEND for review and feedback
  • Submit final report based on comments received from SEND

  3. The final research reportnot later than one month after the completion of the fieldwork.
 
  1. Timeframe
The consultant is expected to complete the assignment by the end of January 2018.  
  1. Required Expertise and Qualifications
Education:
  • University degree in Social Sciences  or other relevant discipline; Advance degree is an asset
Experience:
  • At least 5-7 years of prior work experience in dealing with tax issues.
  • Demonstrated knowledge and experience in undertaking research especially in the area of tax.
  • Knowledge of all prevailing tax laws
  • Must have skills in quantitative and qualitative research methods and reporting
  • Experiences in carrying out organizational assessment of grassroots groups
  • Demonstrate experience and skills in preparing performance measurement guide for developments project
